Since, most of the gas victims are from the lower strata of the
society, Government under took welfare measures to economically
rehabilitate them. To expedite this matter, the
Government has created a post of Commissioner, Economic
Rehabilitation, headed by a senior I.A.S. Officer.
Various economic rehabilitation activities undertaken are:-
Industrial
Training Institute:
A massive self sufficient modern building has been constructed
to provide training to unemployed gas victims so that they could
be economically independent. The administrative control of
Industrial Training Institute has been transferred to the department of Manpower Planning & Training, Government of Madhya Pradesh.
296 students are getting admission in this ITI every year.
A placement cell has been established. After training students are getting employment through this cell.
Work
sheds and Industrial sheds:
In industrial area 152 industrial sheds were constructed. Apart from this in
different gas exposed localities 42 worksheds were also
constructed.
These worksheds have been handed over to various Non-Governmental
Organizations who in-turn provide employment to gas victims by
running various training cum production activities.
The industrial sheds have been allotted to
private entrepreneurs and Government undertakings to run large
industrial units with a view to provide employment to larger
number of gas victims.
A. Work
sheds :
An amount of Rs.
4.00 crores has been sanctioned by the Government for a special
Economic Rehabilitation Programme pertaining to Training related
to Traditional Art Work Like Zari, Zardoji, Paper Pulp Work etc.
This is being provided to Gas Victims through Commissioner,
Economic Rehabilitation.
An amount of Rs.1.00 crore has been given to Commissioner
M.P.Hasth Shilp Vikas Nigam (M.P.HSVN).
Under
this programme, in the
first phase Madhya Pradesh Hasth Shilpa Vikas Nigam has
identified four NGOs for imparting training to the gas victims.
The organizations are as follows:-
1.
Manav Vikas Seva Sangh, Bhopal
2.
Seva Bharati, Madhya Bharat, Bhopal.
3.
Rajiv Smriti Gas Peedith Punarwas Kendra , Bhopal.
4.
Gyanoday Educational Society, Bhopal.
After completion of basic training, a skill development training programme was also
initiated through these above mentioned organisations for a
period of six months.
Each centre was responsible for providing training to 20
gas affected beneficiaries.
In addition to the above Centres Madhya Pradesh Hastha Shilp Vikas
Niagam has identified 10 Non Governmental Organizations for
providing training in tailoring and Kashidakari. For tailoring and art needle work, M.P. Hast Shilp Vikas Nigam had
invited application from gas victims. After selection of
candidates, Rs. 18,19,000.00 had been provided for this purpose.
The training programme has already been completed in the month
of June 2008.
Madhya Pradesh Women Financial Development Corporation has been
providing training related to Paper Napkin/Sanitory Napkin
production to 600 women gas victims.
The department has provided rs.52.90 lakhs for this
purpose.
The
Department has also provided Rs.27.00 lakhs to Center for
Entrepreneurship Development Madhya Pradesh, Bhopal (CEDMAP) for
imparting job oriented training programmes related to various
trades.
The following Non Government Organisations are also associated
with Economic Rehabilitation Programmes.10 non government
organizations, already in the panel of gas relief departments,
were selected for training purpose,the following N.G.Os were
selected :-
1. Manav Vikas Seva Sangh, 2. Seva Samiti, 3. Swabhiman Mahila
Udhyog, 4. Rajeev Smriti Gas Peedit Punarvas Kendra,5. Mahila
Vikas Manch, 6. Maha Shakti Seva Kendra, 7. Dukh Nivaran Samiti,
8. Gas Peedit Mahila Samiti, 9. Oriental Kala Avum Seva Kendra,
10. Berozgar Gas Peedit Mahila Samiti.
For this purpose 340
candidates were given training. Training had been provided by
Aperala Training and Design Centre, Indore.
B. Industrial sheds:
152 large industrial sheds have been constructed in the special
industrial area which have been allotted to private
entrepreneurs and Government undertakings to run large
industrial units with a view to provide employment to larger
number of gas victims.
