Apart from providing immediate and interim relief to the gas victims and giving them compensation for the losses they suffered, the Government took a large scale rehabilitation programme for providing medical, economical, social and environmental relief.  From the year 1984 to 1990, the State Government carried out all the relief and rehabilitation works from its own budget for which mid-term loan and way and means advance were  provided by the Central Government to the tune of Rs. 108.00 crores.

However, with a view to provide long term relief and rehabilitation to the Bhopal Gas Victims, Government of India sanctioned an Action Plan from 1.4.1990 to 31.7.1999 with financial outlay of Rs.258.00 crores.  Government of India provided 75% of the fund for the Action Plan to the tune of Rs. 193.50 crores while 25% of the fund for the Action Plan was provided by the State Government to the tune of Rs.64.50 crores.
